RE: ARMAND LEVREAULT

This is to certify that I examined Mr. Armand Levreault on
the 24/03/98.
This 46 year old male patient came to see me. He
alleged that he had been assaulted by the RCMP at his home at
approximately 2300 hours on the 19/03/98. He had apparently been
arrested for making threatening phone calls. He alleges that the
police pepper-sprayed him, his wife, as well as his daughter.
Thereafter, he was handcuffed and had pepper-spray sprayed on him again,
and fell to the floor. Whilst lying on the floor he alleges he was
hit and kicked.
When I examined him, bearing in mind this was the
24/03/98, approximately 5 days after the alleged assault occurred, I found
the following:
- Head and neck - he was found to have an abrasion on the
right hand side of his forehead, abrasion on the right hand side of his
nose as well as a right periorbital hematoma.
- Chest - he had bruising to both pectoralis major muscles
and extreme tenderness over his fourth rib in the midclavicular line on
the left hand side.
- Back - there was bruising and tenderness over his left
lower back over his lumbar muscles. There were some abrasions over
his upper back and scapula.
- Upper limbs - displayed bruising around his right
biceps. Significant bruising and hematoma of his left elbow.
Both wrists were bruised and he had bilateral radial neuropraxias
consistent with tight constriction around his writs.
X-ray examinations were performed to exclude fractures.
X-ray of his chest with rib views did not demonstrate any rib fractures.
X-ray of his left elbow identified a small subcutaneous metallic fragment
in the elbow soft tissue. There was however no bony or joint
abnormality seen. X-ray of his left hip was completely normal.
These injuries are certainly consistent with an assault
and based on the apparent age of the injuries when I examined him, they
would have been consistent with an assault on approximately the 19/03/98.
