Dear Mr. Hoeppner:

I refer to your letter of October 19, 1998 in which you brought to my attention your following concerns:

  1. Suspected unlawful importations of Grandin wheat into Canada.

  2. Information received concerning Customs related offenses. 

  3. Concerns about RCMP arrest warrant and subsequent Customs lookout on a US resident. 

  4. Information received from constituents concerning Customs related offenses, and 

  5. Concerns that some grain producers/exporters have received favorable treatment.

To resolve your concerns and bring closure from a Customs Border Services perspective, I have had a comprehensive independent investigation conducted into each of the above issues.  The investigation consisted of a detailed examination of books and records as well as interviews of Customs inspectors, RCMP officers and external parties.
