Exhibit 4-B
--2--
In November 1997, I was presented with the contents of a
diary written by Joy Coates, a woman from Winnipeg, Manitoba. The
diary contains information Mrs. Coates had regarding the alleged murder of
Christine Jack by her husband, Brian Jack, a football player with the
Winnipeg Blue Bombers. I believe Christine Jack and her family were
American citizens.
Many questions remain unanswered in the Jack trails,
including why the prosecution did not include Mrs. Coates as a witness or
why the R.C.M.P. did not investigate her claims to know where critical
evidence was located, including that of the body of Christine Jack.
Mrs. Coates alleges that the body was hidden just across the Manitoba
border in the Province of Ontario. In conversations with Mrs. Coates
we have counseled her to notify the Ontario Provincial Police of the
location of Mrs. Jacks' body, however, to my knowledge and for whatever
reasons, she has not acted on my advice.
As a precaution, I provided Mrs. Coates' file to the
Manitou, Manitoba Detachment of the R.C.M.P. and ma not aware of any
follow-up taken in this matter. This lack of action concerns me
somewhat because if there were no truth to Mrs. Coates' allegations, why
was she not charged with public mischief? It is also curious that
the provincial Attorney General did not act on the information provide by
Mrs. Coates, particularly considering Jack was alleged to have been
connected to the drug trade.
I though you would like to be aware of the evidence I have
presented to you at this time.
Respectfully yours,
Jake E. Hoeppner, MP
Portage-Lisgar
Encls.
