Dear Richard:
A little over a year ago we met in my office to discuss
issues of mutual interest concerning Canada-U.S. customs operations.
At that time, I brought to your attention a very serious criminal matter
involving cross-border smuggling of drugs, alcohol and tobacco and R.C.M.P.
undercover operation "Decode". You may recall that there
were Canadian arrest warrants out for suppliers in North Dakota that have
been arbitrarily quashed by the R.C.M.P.
I have enclosed a copy of the most recent National Edition
of Report Magazine and would like to draw your attention to the
cover story on page 24. Since the Report article was
published, "Decode" target Armand Levreault received a death
threat at his home advising him that he would meet the same fate as the
R.C.M.P. agent that was murdered. Consequently, I have renewed my
call for an independent investigation by the Solicitor General for Canada
and the Attorney General for Manitoba into "Operation Decode"
before more of my constituents are murdered.
